No, it is not a bug.
update-rc.d is intended to preserve whatever changes the user has made,
including removing symlinks it thinks should be there. This is Debian
(and Ubuntu) packaging policy.
As I said, update-rc.d is idiosyncratic and only intended for package
maintainer scripts.
