I have a Dell Vostro 1500 with Intel X3100 (965gm) graphics chip.  There
are two things I can do to reveal this bug.  The simplest is to start
Blender and render the default scene.  The second is to turn on Normal
Desktop Effects and watch a video on YouTube.  I do not get this error
in /var/log/X.org.0.log.old:

Error in I830WaitLpRing(), timeout for 2 seconds

Aside from the absence of the error message other symptoms appear
identical: mouse pointer is visible and movable and I can't do anything
but power the computer off.
