Binary package hint: smstools
This is a thing I have found in other packages previous, after reboot
the /var/run/xxxx folder isn't recreated.
I am running Ubuntu 8.04 and the package has version smstools-3.0.10-1
This time it is /var/run/smstools that isn't recreated after /var/run get's it
regular cleanup at reboot.
This bug is somewhat related to #135033
