I'm not making any assumption, the GNOME defaults in ubuntu are optimized for the ubuntu desktop, that's not ideal but that's better than having broken defaults on ubuntu. Nobody denies there is a bug there, but the issue is not the default selection, it's that the current mechanism has no fallback procedure so the user has to fix the configuration. Note that the gconf key value can be tweaked easily by derivatives distributions, oem installations, etc by installing a gconf- defaults using an another value
