Kubuntux, Have you started eclipse as root? In order to install plugins system wide you need to do "sudo eclipse".

Looking at /usr/lib/eclipse there were some broken links etc. So the configuration in this directory seemed to - be broken. After deleting the whole directory /usr/local/lib and + be broken. After deleting the whole directory /usr/lib/eclipse and reinstalling the eclipse packages I could finally get access to all the installed plug-ins again(even the ubuntu-packaged plugins like pydev were not shown before).
