Had same problem, using Ubuntu 8.04, tried Foxmarks but could not install.
Downgraded to firefox-2, but could not install as well. Starting firefox from 
console with the gksudo command, I could install Foxmarks. 

However it seems that I have to always use FF-2 from gksudo if I want to
use the foxmarks plugin.

If someone out there have suggestions, we are looking.
