The problems is not actually a fault in pyflakes but a serious design 
fault in pycentral. The system upgrade fails because the debian system 
does not allow for the possibility that I might want to do my own 
upgrade of a python package. The problem can be avoided by setting:
    overwrite-local - True
in /etc/python/debian-config. As the upgrade procedure should be 
fail-safe this should be the default option. I do not know how this bug 
should be reported. Perhaps you can raise the matter with whoever is 
responsible.

The version of pyflakes distributed by Ubuntu (svn14502) produces 
duplicate messages. but there is no problem with the version 0.2.1 that 
I installed direct from the originator's site. I am not sure why Ubuntu 
is distributing a development version rather than a proper release.
