thanks for your bug report. I'm not sure, I understand the problem correctly. 
If you set the keyboard layout to "eliminate dead keys", typing ~+n _should_ 
give you "~n", otherwise "~" would be a dead key... Maybe your problem is 
solved by chosing the default layout instead of the nodeadkeys variant?
If this is not the problem, please provide further details, what you are trying 
to do, what behaviour you expect and what you get instead.
