I think you're missing the point. Firefox behaves correctly, OpenOffice
probably doesn't. The fact that other applications might behave wrongly
as well doesn't make it less wrong.

But apart from that: have you actually checked how other applications
behave? Gedit for example already allows to edit a read-only file just
fine. It correctly warns that changes cannot be saved and offers to save
the file under a new name.
