I found a workaround. I forced reinstallation of the previous version and then reinstalled.
downgrade to old version: sudo dpkg --force-all -i tftpd-hpa_0.43-1.1ubuntu1_i386.deb reintall latest version (tftpd-hpa_0.48-1ubuntu1): sudo apt-get install tftpd-hpa After this, apt is working normally with no broken package.
