When you say "synaptic won't run" what exactly do you mean? do you get some "unable to resolve host" message, or does it not run at all? Both synaptic and update-manager should ask for your password, so it's strange that you get to enter the password only when running update- manager... When you run synaptic package manager from the menu, do you get a message "starting without administrative privileges"?
