I was having the same problem (on both Ubuntu and on another Windows install) with FF3. I tried a new profile as suggested above and the tabs were re-opened as expected when I ran FF3 the second time with the new profile.
I then returned to my main profile and disabled all my extensions; restarted and opened a few tabs. When I started again the tabs were re- opened without any problems. Then I re-enabled each extension in turn, restarting FF each time. By the time I got to the end of my list the problem was resolved: all the tabs and windows would open up as expected.
