Do you see the 'Times New Roman' font available when creating new documents? If not and you are certain you copied it over then you may need to run 'sudo fc-config -fv' to make sure the fontconfig cache is updated properly. Also I am running up to date Ubuntu 8.04 (hardy) with openoffice.org 1:2.4.1-1ubuntu2, I am not sure if that makes a difference.
