I don't think this is feasible. Some windows accept drops, and there's no way
you could get all the applications to know that Plasmoids should be placed
behind the desktop. A better way to do this is to toggle the Plasma Dashboard
by pressing crtl F12. This brings plasma to the front, allowing you to add
plasmoids without minimizing windows.
