I see the same thing: apt nor apt-build itself recognize the file called
/etc/apt/sources.list.d/apt-build, that is installed by the apt-build
package.

The file should be should probably just be renamed to apt-
build.sources.list. After that both apt and apt-build recognize it as a
sources.list file.

Minor remark for packager: I would not use filename apt-build.list as above, 
because of what is in the sources.list(5) manual page. The manual is not very 
clear about it, but in my opinion it suggests the file name should end with 
"sources.list", not only have an extension ".list". Relevant quote from 
sources.list(5):
"
SOURCES.LIST.D
       The /etc/apt/sources.list.d directory provides a way to add
       sources.list entries in seperate files that end with sources.list file.
"
