HorizScrollDelta has been set by default to 0, i.e. disabled, by the ubuntu installer, on my laptop too.
There's no need to attach conffile and log. Instead, a configuration in the preferences menu or the system administration menu should be provided to enable the horizontal scroll or it should be enabled by default.
