I have run other tests, and found that if logged as ROOT then timestamp
is handled correctly, but as ubuntu discourages that, I'm normally not
logged as ROOT, but as a normal user.

I understand that ntfs-3g does not allow for changing of files
ownership, and all files in the NTFS disk have ROOT as owner. Can I
change that? Have your tests been run as ROOT?
