Your debian/changelog entry is not formatted correctly. Retained Ubuntu
changes should be indented 2 spaces farther to the right, and they
should be prefixed with a '-' instead of a '*'. A properly formated
changelog entry would look like this:
util-vserver (0.30.216~r2750-3ubuntu1) intrepid; urgency=low
* Merge from debian unstable, remaining changes: (LP: #258516)
- Add -Wl,-z,norelro to LDFLAGS, fix FTBFS while stripping binaries on
i386 and amd64 architectures (Ubuntu toolchain issue only).
