Thanks, Harald, for responding, but no, my system is not evolved from a gnome-only installation, it is a "native" KDE environment (Kubuntu).
But comparison with a similarly configured box reveals: I was missing package kdebase-bin-kde4, perhaps since upgrading KDE 4.0 -> 4.1. Looking at konqueror-kde4 it doesn't actually declare a dependency on kdebase-bin-kde4. In fact, inspecting /var/lib/dpkg/available I only find two packages depending on kdebase-bin-kde4, which are kdebase-kde4_4:4.0.3-0ubuntu2 and kscreensaver-kde4_4:4.0.1-0ubuntu1~gutsy1~ppa1. Both packages seem to be lacking from KDE 4.1 so the chain of dependencies is broken.
