I can confirm this behavior on a Hardy system with all updates (apport-
gtk 0.108.2). The Report a Problem menu entry is disabled by default on
my system but can be enabled easily with the Menu Editor (Alacarte). It
then uses /usr/share/applications/apport-gtk-mime.desktop for the menu
entry. That file contains "Exec=/usr/share/apport/apport-gtk -c %f",
which then triggers the error message.
I suppose in this case, either the menu entry should not be made
available in Alacarte at all, or the .desktop file should be modified to
remove the -c %f part.
