Abbas already said "lets say[] i have english and lan[g]uage X installed", so that's not the problem.

its working fine with me English and Arabic via keyboard (shift+Alt), it is not a bug.

If Shift+Alt was a sufficient method for changing the keyboard layout, there shouldn't be a method for changing it on-the-fly with the mouse. But since there is, it should indeed be available when unlocking the screen, and its omission is a bug.
