Some are important to not loose features when switching over, but the other should at least be done before the 18.04 LTS for usability reasons. Here is what I think is needed for the switchover to GNOME's tool:

Changing option defaults is inconsistent

Bug, should be done before switching over.

"Printer Details" dialog has no title bar, no "OK", "Cancel", and "Close" button, requires ESC key to close

Usability, should be done for the 18.04 LTS. But this is rather ugly (and also a bug) and so it should be prioritized under the usability issues.

"Search for Drivers" button in "Printer Details" dialog does nothing

Ugly bug, should be done before switching over.

No "Server Settings" dialog in the printer setup tool

Loss of a feature, should be done before switching over.

No way to distinguish between personal and system-wide printer settings

Bug, should be done before switching over.

Default printer should be prominently marked

Usability, should be done for the 18.04 LTS.

Description and Location fields of CUPS queues should be shown in printer list

Usability, should be done for the 18.04 LTS.

List of discovered/detected printers in add-printer dialog is cluttered by SMB entries of local printers

Very awkward, should be done before switching over.

No confirmation dialog when removing a printer

Usability, should be done for the 18.04 LTS.
