Appropriate checks were made with appropriate people (including Release Team members) before the change was released to the archive, and the determination was that the change was subject to the UI Freeze, but not the Feature Freeze. That is, the change fits the critera of "the user interface of individual applications which are installed by default" as on https://wiki.ubuntu.com/UserInterfaceFreeze.

It's been suggested that we should have a discussion at UDS around:
- Adding more details to the UI Freeze criteria
- Adding some process around "sign off" from Release Team members and others when they approve of a change being categorized as UIFreeze/FeatureFreeze/etc. This may be as simple as a +1 comment on the bug by the person who approves. - Noting some additional process or criteria for UI changes that affect downstreams
