BSNL engineer is not generally well versed with linux. In my case, my modem is configured as DHCP with help of engineer in MSWindow Modem CD there is help how to configure DHCP in MSwindows. If it works, then linux will automatically connect with internet just like MSwindows. You can lodge complaint Hedad office of your area.
