It is simple, when he is able to open the 192.168.1.1:80 (Webserver
HTTPD on router machine), he got the IP from DHCP server (router) and is
present in the network. THe reason he is unable to open any page with
URL like http://www.google.com is because his machine doesn't have any
DNS. So, please add a dns ( 192.168.1.1) , in
System->Administration->Network,

Else, you may try opening Google with this in URL input box :
64.233.187.99

So, please add the DNS, and let us know if any more problem.

In the BSNL configuration you do not need to set up the DNS manually.

I'm assuming BSNL has given you the UT-300R2U Router.

The best way to go about it would be to reset the router.
Then goto 192.168.1.1 and open the router menu.
Click on DHCP and click on No DHCP ( We try it manually first to make sure that the issue is not with DHCP )
Now, go to WAN settings, and enter your username and password.

Finally, go to Status->Device Info and check if the device is connected.
In case it is not connected, go to Status->Log and find out what the last entry says.
If it's not too clear, then clear the logs and try the whole process again.

If things are working fine there, then the problem is with your network configuration rather than the BSNL setup. In which case there would be a lot of people here on the community who can guide you better.
