Every ship-it comes with an official declaration from Canonical/Ubuntu which states that this is Free Software and the receiver is legally allowed to distribute or make copies of the CDs. It also states that Canonical has already paid the customs charges and the receiver need not pay anything, still customs charge are asked because the Courier guy is made to pay during the transaction.
Can you clarify whether you got the ship-it or its held up in the customs office? If so, ask the customs officer to check the letter which is attached to the shipit. We got around 600 CDs during foss.in and we paid a customs of around 1500 INR.
