Just let them know that the CDs are distributed free world-wide. Point them out to Ubuntu's shipit site and I think you will be good. Now I know you are dealing with software for educational purposes and hence you may have a tight budget, but here's a advise. There are a lot of Open source vendors in the country ( http://www.opensourcedeal.com) . It might cost you to actually buy the CDs, but apart from intelligent rationing (as against random distribution), you will get the CDs/DVDs earlier , have a wider choice and will not run into such petty conflicts.
