But have still not figured out why the top-bars disappear in the first place. I think it had something to do with messing with Compiz. I tried disabling compiz, re-installing compiz, etc. but to no avail. If anyone has any ideas / any debugging I can do, would be great. Although, this is on 8.04 and I probably should just upgrade anyways. Anyways - was just good to know someone else faced a similar problem.
