Received a mail from Kristin Hagen at Språkrådet, and she told me that "VISS" and "HVIS" became equivalent and correct spelling in the language reform of 2005. I still prefer if it said "HVIS", as this is most prevalent in Norwegian writing, and the one I was taught for 14 years (Learned to read and write before my 12-year education). However, it would be nice if Ubuntu could be part of shaping the Norwegian language, so I will be fine with either spelling. The downfall of using "VISS" in that case, is that several people will likely react as I did.
