I think that having at least an initial point of contact would be good. I joined the list a couple days ago and I am not sure what exactly I can do to help. I am not a marketing person, but I would really like to help promote Ubuntu because I think it is a great os.

Having someone to ask, someone that could tell me, for example, that Matthew Revell is looking for someone to proofread a document or we need someone to test the new SpreadUbuntu page, I believe would be helpful.
