Yes, and if you're using 6.06 Lts you have 6.10 ready and waiting for you to
upgrade to and 7.04 is coming in april. The lack of 'LTS' at the end doesn't
mean as much to a home user as it does to a business, I wouldn't worry about
whether it has it on or not to be honest.
A Lts release is made every so often to allow businesses to deploy ubuntu
and keep using the same version knowing it will be supported for X years
rather than messing around with new versions. this doesnt matter as much to
you as you're less likely to keep one version for a long time and pay for
support.
However if you do want to switch I would look at OpenSUSE or Fedora Core
