Check if you are affected by https://bugs.launchpad.net/touch-preview-images/+bug/1206888 I you are a simple sudo /sbin/initctl restart network-manager should get it going. Another possibility could be that your operator's settings aren't in the mobile broadband provider info database, in that case /usr/share/ofono/scripts/list-contexts would return an non configured context.
