We currently have an issue with the way we're calculating the bars (icons), and showing the signal icons. Check bug https://bugs.launchpad.net/ubuntu/+source/indicator-network/+bug/1329945, and https://code.launchpad.net/~rsalveti/indicator-network/change-signal-strength-thresholds-android/+merge/223344 as well. But basically it'll show 'none' even with a valid signal (moderate or poor).
