Unfortunately, no I didn't see Vincent's response and appreciate that.

However, I have been to that page, it did not provide much beyond a small
tutorial of writing a hello world HTML5 app.

I'm the product owner of a distributed peer to peer app looking to port it to
Ubuntu Phone. We've successfully ported it to Linux without much problem and
thought it would be a snap to port it to Ubuntu Phone (it really should be).

So far we've been unsuccessful, primarily due to lack of help resources /
documentation / contact for Ubuntu Phone.

I've closed the effort for Ubuntu Phone. Unfortunately Ubuntu Phone is not here
yet, it looks like a possibility 3-5 years down the road, but why even bother
then? Android and iOS are already here and will be even further then.

Key takeaway: Ubuntu Phone's developer adoption story needs serious improvement.

Best, Caesar.

That said, I don't think there's a good story for command-line applications
within the current Ubuntu Touch app store. Presumably snappy will solve this
problem eventually.
