Yes, this is intentional. As already mentioned in some of our daily e-mails, we will be actually performing flo promotions in rc/stable channels now since it's already of rather sufficient quality. We won't be able to give it as much love as the others, but we'll be at least making sure all basic system elements are functional. I suppose that's anyway much better than the devel-proposed channel.
