There's a recent report about problems related to installing updates when wifi is turned off: https://bugs.launchpad.net/ubuntu-system-image/+bug/1607034 The core components, i.e. ubuntu-download-manager and system-image-dbus haven't changed in a long while (there's a newish udm in yakkety though). If the above bug looks like what you're experiencing, please add any additional information or log files that you think could help.
