First of all: let me guarantee there's no such magical switch to enable the update for everyone ;p The only thing similar in concept is the phased percentage that's associated with every image which tells the upgrader to how many users (in random) should the update be visible - whenever used. But it can be easily seen what the value is and if there is none, the percentage is assumed to be 100% so available to everyone, by looking for 'phased-percentage' in the latest full image in the selected device's index file:
