As you may know, Ubuntu use time based releases (see https://wiki.ubuntu.com/TimeBasedReleases for more details about it). As you say, a release is published every 6 months, and each two years, a LTS version is published. I am sorry, I did not find any reference document talking of this two years cycle and the publication of LTS versions.
