Many tools will belong to many different workflows. The words "word processor" is explaining the tool type, but that doesn't explain what it is that you can do with it other than process words. If you use it to write a book, or a poem, then it is clearly something that belongs to the "writing" workflow. If you use it to format existing text, in order to prepare it for publication, then you would be doing something belonging to the "publishing" workflow. plume-creator is clearly designed for what we so far call the "writing" workflow, but there are plenty of tools that may be used for lots of different things. I can imagine there being a lot of generic tools that can be used for planning a story, for example.
