It does not appear on the bottom of the desktop window, but at the top... (at least not yet, didn't restart). But sure beats doing a reinstall... Wonder though, as Billy C. sez that he has a bottom frame, if there this might be a sign of something amiss...?

Do the "Add To Panel" again.  Scroll all the way to the bottom of the list and choose 
"Window List".  I think this is what you're looking for.
