I think a mixture of both depending on the context. We need tours to explain some of the default applications they may not be used to.
We also need tours to show them around so that they know roughly what to expect. Just simple ones showing how the ui works, telling them where the close button is. Obvious as it sounds. We also need tours showing them how to do specific tasks, without knowledge of the program. How do they know that firefox is the web browser? If you look at the sections, user interface will be a show them arround kind of section. Applications will be application based, showing them round the default apps. Although there will a question tour on how to install applications, probably sepparated and slightly larger. Common questions will be just that, so questions. And the others will probably be a mix.
