More or less. The POTs queued reflet the strings as they were on the date of the upload of ubuntu-docs to Ubuntu. The first upload to Ubuntu (and hence to Launchpad) was 4 August 2008, then 5 September 2008. I have also uploaded some POTs manually where changes have been made more recently. As you pointed out, documentation string freeze is in place from tomorrow, so the final templates will only be available then. I can't help as to when these templates will be available in Launchpad though.
