In general, my feeling is that we should prioritise all files uploaded by hand. The last time we had that discussion inside the team (more than a year ago), performance improvements we did proved to be enough of a solution, so we've never bothered looking at it again. I'd agree it's the correct solution, but would first have to look at the corner cases to estimate how much work are we talking about.
