Actually, this has been in for over a year. Looking at [1], I'd say exactly since 2007-06-08, and 1.1.6 release (June 2007). And to confirm Milo's statement, yes, that's exactly how this will work. "Packaged" is whatever is coming from an Ubuntu package (i.e. for most purposes when there are no significant patches in Ubuntu, the same as "upstream"), not what was in the last language pack.
