Case 1 has been correctly tracked for a long time (i.e. forever, or at least since I've been around: i.e. if you revert to the packaged translation by using the same string, Launchpad would continue to prefer updates from the package). Case 2 has been made automatic recently (December 2008). What I talked about was UI that helped detect both cases which has been around for a little less time.
