Yes, you are right. It was a problem in which the ubiquity-desktop
template had been imported to the wrong Launchpad template. This has now
been sorted and the templates have now been correctly approved. They are
in the imports queue now, and they should be visible in Launchpad once
their status has changed from 'Approved' to 'Imported' (I expect this to
happen in the next hours). If you are interested, you can track the
status here:

https://translations.launchpad.net/ubuntu/karmic/+source/ubiquity/+imports?field.filter_status=all&field.filter_extension=pot

(they are the two first templates in the queue)

Also, to avoid confusions in the names, after discussing it with Colin
and Jeroen we've agreed on the following names for the templates:

Template name: ubiquity-debconf (renamed from ubiquity)
Domain name: ubiquity-debconf (renamed from debconf)
This contains the Ubiquity UI translations

Template name: ubiquity-desktop (stays the same)
Domain name: ubiquity-desktop (renamed from ubiquity)
This contains the Ubiquity .desktop translations

Note that as the translations are not used in language packs, the domain
names are irrelevant, but we've kept them the same as in the template
names.

You can see the new names in Launchpad already:

I can confirm that at least they went to the right template once, but I
don't know when the problem first came up.

The translations are still in the database as usual and will show up
again once the correct template is imported.

I'm not sure if these were related to the templates problem. In any
case, Colin tells me that it is better to fill bugs separately for each
translation issue, otherwise it's very difficult for the installer team
to track and fix them.

Translations for ubiquity are exported from Launchpad manually at
different intervals. In order to check if translated strings made it
into a particular release of the package, the best way is to search for
translation exports in the changelog:

https://launchpad.net/ubuntu/karmic/+source/ubiquity/+changelog

and then compare it with the date of the particular string translated in
Launchpad.

Regards,
David.
