This is needed, but perhaps not enough.
Maybe this is the immediate cause of the problem:
Then you can go to the launchpad page where you downloaded toe .po and
click on the upload link.
Only members of the translation team get that link. If you're not a
member, work with the translation team to get your translations uploaded.
Oh yes, I forgot that only "reviewers" can upload when translation
policy is "restricted".
