there seem to be a number of possible keyboards for gd, most of which
are modelled on en-GB variants of en-US. Are they selected in a top-down
way i.e. the one at the top is default?

The default keyboards are defined in xkeyboard-config [1] files [2].
If there is no localized layout file the defaults from
keyboard-configuration [3] will be used.
