I have a question. Just after the release of Raring I corrected a
translation error in Launchpad. Now, a month later, I still see the same
error. So, there has not been an update of the Dutch language pack after

Never if nothing changes. Langpacks will be updated once in two weeks when 13.10 translations will be open. Until then no updates in any Ubuntu releases (except LTS) will be applied.
