I didn't say it's easy. ;) It's still what we need, or how else could we provide the developers with sufficient guidance? Well, it was an example I mentioned of possible objections to enforcing the language packs to always be installed as designed. If you read the IRC conversation I posted, you saw other types of doubts. To be quite honest, I have no firm idea at this time what's the best route to take. What I would suggest is that we try to really capture a situation when language packs are uninstalled, and report it properly.
